Not quite in the City proper, you're right. But the RM of East St. Paul is directly adjacent to Winnipeg, falls within the Winnipeg Capital Region, and splits its federal riding with Winnipeg's North Kildonan neighbourhood; one of our proudest and most beloved civic crown jewels is the Winnipeg Folk Festival, and that's been held out around East St. Paul and Springfield for forty-six years. So I could add the "Rest of World" tag if you'd prefer, but for now I'm leaning towards the idea that this was -- literally and figuratively -- close enough.
Ha ha, and certainly an odd story as well. But to be fair, it didn't happen in Winnipeg.
